1.7 Authority to Interpret Norms
1. In all cases, the definitive interpretation of any norm remains subject to the judgment of the diocesan bishop.
2. The diocesan bishop delegates the authority to interpret diocesan norms according to the following:
a. The moderator of the curia or chief of staff interprets norms pertaining to the operation of the curia.
b. The judicial vicar interprets norms pertaining to the operation of the tribunal (e.g., see #7.1).
c. Departmental chair persons and office directors interpret norms pertaining to the respective competence of their departments and offices.
d. The director of the Office of Worship interprets norms pertaining to its area of competence (e.g., see #5.A).
f. The director of the Office of Communication interprets norms pertaining to its area of competence (e.g., see #4.6).
3. If any other diocesan norm is unclear in its meaning, application or weight, or if any diocesan norm conflicts with another diocesan norm, the chancellor is to be consulted and is competent to issue an interpretation.
4. When the application of a norm involves an overlap of competence, those who are authorized to interpret the norm are advised to proceed by mutual consultation. If they cannot agree on interpretation, they are to refer the matter to the chancellor.
